Crush garlic cloves and slice onion
In a bowl, marinate chicken with soy sauce, vinegar, garlic, bay leaves, and peppercorns for 30 minutes
Heat oil in a heavy-bottomed pot over medium heat
Remove chicken from marinade and brown on all sides, about 8 minutes
Add onion and cook until softened
Pour in marinade and water, bring to a boil
Reduce heat to low, cover and simmer for 25-30 minutes until chicken is tender
Remove lid and simmer until sauce reduces and thickens
Serve hot over steamed rice
